While visiting the towns of your Neighbors is always a good idea even when there is no special event active, when there IS a special or holiday event active those visits are very often the most effective means that you have available to you to improve the odds that you obtain the various special resources that are specific to that event or holiday.
This is especially true in terms of the special currency or collection items that are useful for obtaining both the special event-specific items, objects, or prizes -- and in particular any Community Prizes and/or Personal Prizes that are associated with collecting these items.
These two curving left-and-right arrows allow the player to immediately navigate to the next adjacent Neighbor Town to the left or the right of the one that they presently are visiting without first needing to back out of the town and return to the primary (root) Neighborhoods Menu Screen.
Why is that useful? Mostly due to reducing the chances that you will make an error in the process. Returning to the Root Neighborhood Menu often causes the player to accidentally tap the Springfield Menu (the one with the Simpson House on it rather than the button you mean to press (the one with Bart and Milhouse on it) which can waste a lot of time if/when it happens.
How it Works
The arrows will take you directly to the next town on the list as if you were making the selection from the Root Neighbor Menu.
The other useful aspect of the new Quick Nav system is that it is, well, quick! When you have reached the game play stage in a given session during which your goal is to visit and complete the outstanding moves in each Neighbor Town as quickly as you can.
So hey, the wizards at EA went out of their way to create this new utility, the least that you can do (the very and absolute least really) is to use it!

The New Neighbor Town Quick Navigation Tool
The new tool takes the form of an additional set of arrow buttons that are located on the Town Title Box which is placed in the bottom-left-corner of the game play window. These two curving left-and-right arrows allow the player to immediately navigate to the next adjacent Neighbor Town to the left or the right of the one that they presently are visiting without first needing to back out of the town and return to the primary (root) Neighborhoods Menu Screen.

The addition of those two small arrows ended up saving players loads of time and effort!
Note that this does NOT mean that the arrows will take you to the next town on the list that actually has moves remaining for it -- for that you really do have to navigate via the Root Menu.
